Motor third party liability (MTPL) insurance charge
Why does it cost so much not to have insurance?
This is because the motor third party liability (MTPL) insurance charge should be perceived as a sanction and be high enough to prevent anyone gaining from being uninsured.
If an uninsured vehicle causes damage or injury there is no insurance company that can pay compensation. That is when Swedish Motor Insurers (TFF) helps. The money we receive from the MTPL insurance charge contributes to the compensation of people who have been injured or had property destroyed by an uninsured vehicle.
Every year uninsured vehicles cause injury and damage to people or property amounting to several hundred million kronor.
What does it cost to be uninsured?
That depends on the vehicle. The charge for a passenger car is SEK 180 per day.
How is the MTPL insurance charge calculated?
The motor third party liability (MTPL) insurance charge is determined in accordance with Section 34 of the Motor Traffic Damage Act and based on the insurance companies’ annual premiums for MTPL insurance. The charge may not be more than 10 per cent higher than the highest MTPL insurance premium in the market.

What is the money used for?
If an uninsured vehicle causes damage or injury there is no insurance company that can pay compensation to those affected. That is when Swedish Motor Insurers (TFF) helps.
The money we receive from the motor third party liability (MTPL) insurance charge contributes to the compensation of people who have been injured or had property destroyed by an uninsured vehicle.
Despite a legal requirement for MTPL insurance there are about 50,000 uninsured vehicles in Sweden (2023). They cause injury and damage to people or property amounting to several hundred million kronor per year.
As a new owner of a vehicle do I take over the previous owner’s debt to TFF?
No. If there is a debt to Swedish Motor Insurers (TFF) it is linked to the previous owner and not the vehicle.
Payment demand letter
Why have I received a payment demand from TFF?
There are several reasons for our sending payment demands, but the most common reason is that a vehicle lacks, or has lacked, motor third party liability (MTPL) insurance.
I have received several payment demands, which one applies?
If we receive new data that affects the amount you are to pay we send a new payment demand to you. If you are unsure about which payment demand applies you can log in to My pages. There you can see which payment demand/s are relevant and the amount you should pay. You can also call us.
If your vehicle is uninsured you will receive new payment demands unless you act, since the amount increases each day. When you have insured or notified the vehicle as off road you will receive a payment demand for the amount remaining to be paid.
I did not know I needed insurance, must I pay anyway?
Yes. If you own a vehicle you must find out which laws apply and your obligations.
I have insurance, why have I received a payment demand?
There are various reasons for this.
- The policy is in the wrong person’s name, for example a family member. Contact the insurance company to ensure that the insurance policy is for the right person.
- The policy is for the wrong registration number. Check the letter from the insurance company where it states the registration number the policy is for. If it is incorrect – contact the insurance company immediately.
- The vehicle is insured now but has not been insured for a period and it is that period the payment demand refers to.
- The payment demand does not apply to an uninsured vehicle but an unpaid motor third party liability (MTPL) insurance premium, i.e. the cost of your vehicle insurance. We are tasked with collecting unpaid insurance premiums for MTPL insurance premiums on behalf of insurance companies.
I have insured my vehicle, must I pay anyway?
Yes, if the vehicle has no motor third party liability (MTPL) insurance for a period of time you must pay the charge for those days.
I consider that the payment demand is incorrect, what should I do?
In the first place you should contact us. It is important to us to answer your questions and explain what the payment demand refers to.
If you still think that the payment demand is incorrect we can apply to a court to have the case legally reviewed. A review by a court may increase the debt with interest and costs.
I did not receive a reminder from the insurance company, must I pay anyway?
Yes. It is your responsibility to pay for the insurance policy you have taken out.
The insurance companies always send reminders for their invoices. Even if for some reason you do not receive the reminder, you are nevertheless responsible for ensuring that it is paid. This also applies to those who pay for their insurance by direct debit.
I took my vehicle abroad, why have I received a payment demand?
As long as the vehicle is registered in Sweden it is also required to be insured here, even if it has been taken out of the country. If you as owner of the vehicle take it out of the country permanently you must deregister it in Sweden to avoid the insurance requirement here.
If the payment demand refers to a period of time when your vehicle was registered in another country, you need to send a certificate to us showing this. The certificate must be translated into Swedish or English by an authorised translator.
If the payment demand refers to a time period when the vehicle was not registered in another country you must pay for those days.
The Swedish Transport Agency normally deregisters vehicles on the same day as they receive the documentation. If you registered your vehicle in another country before then, there may be a period when the vehicle is still registered in Sweden but without motor third party liability (MTPL) insurance.
My vehicle has been dismantled, why have I received a payment demand?
If the vehicle is not registered as dismantled (i.e. de-registered) with the Swedish Transport Agency it must have motor third party liability (MTPL) insurance. If you have received a payment demand from us despite your vehicle having been dismantled, you must send the certificate of destruction to us. The certificate of destruction is your proof that the vehicle has been dismantled and deregistered.
A certificate of destruction should not be confused with a certificate of receipt. A certificate of receipt is just a confirmation that the vehicle has been received by the vehicle dismantler.
This is how it works:
- Give the vehicle registration certificate to the vehicle dismantler when the vehicle is to be dismantled.
- The vehicle dismantler takes over ownership of the vehicle so that it can be deregistered by the Swedish Transport Agency.
- Ensure that you receive a certificate of destruction from the vehicle dismantler. The certificate must be issued by an authorised vehicle dismantler or a municipality with local collection points for vehicles to be dismantled.
- The certificate of destruction is your proof that the vehicle has been dismantled and deregistered.
Can a deceased person’s estate receive a payment demand?
Yes. A deceased person’s estate must pay that person’s debts.
In the case of death, the responsibility for the deceased person’s debts is transferred to the estate. Before an estate can be distributed the debt or debts must be paid.
To prevent the estate accruing more debt it is therefore important that a vehicle registered with an estate does not become uninsured. Be aware of when an invoice from the insurance company arrives and pay it.
If the vehicle has become uninsured it is important to remedy this. This can be done in various ways.
- Notify the vehicle as off road to the Swedish Transport Agency.
- Register change of ownership to the Swedish Transport Agency.
- Take out an insurance policy under the deceased person’s personal identity number until the estate inventory is completed and then register change of ownership.
Payment
How do I pay?
You can make payment to us in several ways. Choose the method that suits you best.
I can’t pay, what should I do?
It is important that you contact us as soon as possible so we can help you. Log in to My pages and send a message or call us.
I can’t pay all at once, what should I do?
You can apply for a payment plan. To enable us to approve a payment plan your vehicle/s must be insured.
For other options - contact us and we will help you.
What happens if I don’t pay, or pay late?
If you fail to pay in time after our reminder we may proceed with collection measures.
I have paid too much, how do I get my money back?
Notify us of your bank, clearing number and account number. The easiest way to do this is to send a message via My pages, which is both simple and secure.
I have received a money order, can I have the money paid into my account instead?
Yes, that is usually possible.
Select one of the following ways:
- Log in to My pages and send a message to us stating account number, clearing number and the name of the bank.
- Send the money order back to us. Write your account number including clearing number and the name of the bank.
- Call us and state your bank and account details.
Payment plan
How do I apply for a payment plan?
Click on the link to get to the application. There is important information on the page that you need to read through before you apply. You can also call us.
I can’t pay this month, what should I do?
If you are unable to pay as planned in your payment plan you must contact us. The easiest way to do this is by sending a message to us via My pages.
Remember to contact us in time if you are having difficulty in following your payment plan. If you do not pay as agreed your payment plan will be discontinued. The debt will then be sent for collection.
Change of ownership
I have notified my vehicle as off road in connection with a change of ownership, why have I received a payment demand?
When you tick the box on the vehicle registration certificate to notify it as off road in connection with a change of ownership the following information is given: The off road notification applies from the day on which a complete application is received by the Swedish Transport Agency, not from the stated date of ownership change.
That means that the vehicle must have motor third party liability (MTPL) insurance cover from the date you take ownership of the vehicle until the date on which the Swedish Transport Agency registers the off road notification.
Can I wait to take out insurance until I receive my vehicle registration certificate?
No. You must take out insurance that is valid from the date on which you become the owner. That is the day on which you and the seller specify as the Date of change of ownership on the vehicle registration certificate.
Motor third party liability (MTPL) insurance
What is MTPL insurance?
It is a compulsory insurance policy that all motor driven vehicles must have under Swedish law. Motor third party liability insurance (MTPL) covers injury and damage that your vehicle causes to another person, another vehicle or someone’s property.
MTPL insurance does not cover damage to your vehicle or the contents of the vehicle.
How do I take out MTPL insurance?
- Contact an insurance company.
- Choose the level of cover.
Apart from the compulsory motor third party liability (MTPL) insurance you can add comprehensive or partial insurance cover. They provide varying cover. - Take out the insurance.
You can take out insurance on the websites of most insurance companies.
When should I insure my vehicle?
From the first day you take ownership of the vehicle. This applies even if you do not drive or use the vehicle from the first day.
You should not wait for the vehicle registration certificate from the Swedish Transport Agency. The insurance cover must start on the day you buy or otherwise take ownership of the vehicle.
Only if the vehicle is notified as off road or deregistered from the Swedish Transport Agency’s Road Traffic Register is motor third party liability (MTPL) insurance not needed.
This means that the vehicle must have MTPL insurance even under the following circumstances:
- The vehicle is not used.
- The vehicle is in such bad condition that it cannot be driven.
- The vehicle has been taken to a workshop for repair.
- The vehicle is prohibited from being driven.
- The vehicle is stolen.
- The vehicle has been taken to a car dealer to be sold. You are responsible for ensuring that it is insured until you are no longer registered as the owner.
- The vehicle has been confiscated by an authority and you are able to collect the vehicle.
- The vehicle has been taken to a vehicle dismantler but has not been de-registered.
When do I not need insurance for my vehicle?
Only if the vehicle is notified as off road or de-registered from the Swedish Transport Agency’s Road Traffic Register is motor third party liability (MTPL) insurance not needed.
I do not use my vehicle, must I have insurance?
Yes. Only if the vehicle is notified as off road or de-registered from the Swedish Transport Agency’s Road Traffic Register is motor third party liability (MTPL) insurance not needed.
This means that the vehicle must have MTPL insurance even under the following circumstances:
- The vehicle is in such bad condition that it cannot be driven.
- The vehicle has been taken to a workshop for repair.
- The vehicle is prohibited from being driven.
- The vehicle is stolen.
- The vehicle has been taken to a car dealer to be sold. You are responsible for ensuring that it is insured until you are no longer registered as the owner.
- The vehicle has been confiscated by an authority and you are able to collect the vehicle.
- The vehicle has been taken to a vehicle dismantler but has not been deregistered.
Can a previous owner’s insurance be valid?
No. It is the person who owns the vehicle that must have insurance. The previous owner’s insurance ceases to be valid as soon as s/he no longer owns the vehicle.
Can the insurance policy be taken out by someone other than the owner?
No. If insurance is taken out by someone other than the owner the vehicle is counted as uninsured.
The policy may not be taken out by anyone other than the person registered as owner of the vehicle, for example a parent or partner. The exception is an under-age owner, click on the link below to read more about this.
Can I take out MTPL insurance with TFF?
No. You take out motor third party liability (MTPL) insurance with an insurance company.
Claims
Which claims can I report to TFF?
We process material damage and personal injury claims caused by uninsured or unknown vehicles required to have motor third party liability (MTPL) insurance. The accident must have occurred in traffic. This means that the accident must have occurred in connection with current, intended or past use of the vehicle in traffic. It is investigated on a case by case basis whether a claim fulfils these criteria or not.
How do I report a claim?
The easiest way to do this is to use our digital claim notification. You can also print a form that you fill in and send by post.
You cannot report a claim to us by telephone.
How do I report a parking claim?
If your vehicle was insured in Sweden when the claim arose you should report the claim to your insurance company, or to the company that issued the vehicle damage guarantee.
Have you received my claim notification?
We send a letter to you when we have started to process your case.
How long do I have to report a claim?
This depends on the type of claim and when it was incurred.
Should I report the claim to the police?
If the claim was caused by an unknown vehicle you must report it to the police. Leaving the scene of a traffic accident is a crime.
For other claims it must be determined whether a crime has been committed. All crimes must be reported to the police.
I need to supplement my claim notification, what do I do?
The easiest way is to log in to My pages and send a message, to which you can also attach files. You can also phone us or send a letter.
How long does it take before I receive a decision?
Our processing can take anything from a few days to several months. It depends on the type of claim, whether we have received all the documentation we need and how much we need to investigate.
To facilitate processing it is important that you send in supplementary documentation as soon as you can when we request it.

Why must I pay an excess when I did not cause the accident?
The excess is determined by the Motor Traffic Damage Act, and not a decision taken by Swedish Motor Insurers (TFF).
How much is the excess?
The excess is five per cent of the price base amount in the year the claim was incurred. The price base amount is changed every year and that means the excess changes.
For claims incurred this year (2025) the excess is SEK 2,940.
How do I appeal a decision?
In the first instance you must contact your claims handler at TFF. It is important to us that we reply to your questions, hear your comments and clear up any misunderstandings.
What should I bear in mind if I am involved in an accident outside Sweden?
Contact your insurance company, they can give you advice and help on what you should do and consider.
The handling and assessment of the accident is done according to the rules of the country where the accident occurred. As a rule more documentation is required in order to receive compensation in other countries than is required in Sweden.
A foreign vehicle was involved in a traffic accident – what should I do?

I was run into abroad when I was walking or cycling – what should I do?
It depends in which country the accident occurred.
Report the claim to us if the accident occurred in a country in the Green Card system. The main rule is that the claim is processed under the rules that apply in the country where the claim was incurred.
You may also be able to get help via your home, travel and/or accident insurance. Contact your insurance company. This also applies if the claim was incurred in a country outside the Green Card system, such as Thailand or the USA.
I was driving a moped registered outside Sweden and was injured – can I receive compensation?
That depends on whether you were the driver or a passenger, who was at fault (caused the injury) and in which country the accident occurred. In some countries extra insurance cover is required for personal injury to the driver.
Report the claim to the insurance company of the vehicle at fault (that caused the accident). Contact us if you need help to find out which vehicle it is. You may also be able to get help via your home, travel and/or accident insurance. Contact your insurance company.
Outside Sweden
I will be motoring in Europe, must I take a Green Card with me?
It depends on which countries you are travelling to or through. Click on the link to see which countries you can travel to without a Green Card and which require Green Card.
I will be travelling abroad with a car, what should I bear in mind?
It depends on which country or countries you are travelling to and/or through, and whether you are travelling in your own car or hiring a car outside Sweden. Start by reviewing what is included in your insurance coverage.
Most insurance companies have checklists on their websites where you can read more about what you need to bear in mind and have with you when travelling abroad.

I am taking my Swedish vehicle to Russia, how does that work?
If you are travelling to Russia with your Swedish vehicle after 1 June 2023 you must buy a Russian motor third party liability (MTPL) insurance policy at the Russian border crossing point.
I am importing a car from a country outside the EU/EEA - how do I insure it?
If you are bringing a vehicle into Sweden you must register it here and take out motor third party liability (MTPL) insurance. You can find more information about importing vehicles at the Swedish Transport Agency.
Can I buy frontier insurance from TFF?
No. You can only take out and pay for frontier insurance at the Swedish Customs Service at one of their customs clearance offices. The vehicle must be in Sweden or at the border with Sweden. The Swedish Customs Service has information on where these offices can be found.
What is a Green Card?
It is an international certificate of insurance showing that the vehicle has a paid motor third party liability (MTPL) insurance policy in the country where the vehicle is registered.
Can I order a Green Card from you?
No. You order a Green Card from your insurance company.

How do I contact TFF?

Where will I find the reference number or the case number?
The reference number and case number can be found in the top right corner of the letters we send in payment demand and claim cases.
My pages
Why is one amount stated in My pages and another amount in the payment demand letter?
This is because something has changed since the payment demand was sent, such as:
- You have paid all or part of the payment demand.
- Your vehicle was uninsured when the payment demand was sent but has now been insured, which has affected the amount you must pay.
- We have received new information, for example from an insurance company or the Swedish Transport Agency, which has affected the amount.
Why can’t I log in without a Mobile BankID?
We have decided to limit log in to Mobile BankID because it is costly to maintain several different log-in methods. Statistics from BankID show that a large proportion of Sweden’s population now has and uses Mobile BankID.
If you cannot log in to My pages you are always welcome to call us instead.
Can companies log in to My pages?
No, unfortunately we do not have any digital solution for companies. For questions relating to companies we ask you to call us instead.
As a representative of a company you can always log in to My pages with your own BankID and send a message to us. Remember to always state the case number or reference number.
Where does the information on My pages come from?
The information on My pages comes from our IT systems. The data in the IT systems come in turn from various companies and authorities.
In the IT system that processes payment demand cases the information comes from such sources as banks, the Swedish Transport Agency and the Swedish Enforcement Authority. The IT system that processes claims cases receives information from such sources as insurance companies, the Swedish Transport Agency and the Swedish Tax Agency.
How often is the information on My pages updated?
The information on My pages comes from our IT systems. The information to the IT systems normally comes altogether once per working day, in some cases less often.
For example, if you insured your car a few hours ago, or paid today, this is not shown on My pages until the day after at the earliest. If you think that My pages shows the wrong information, please contact us.
Kivra
Why do I get a reminder from Kivra although I have paid?
If you paid in another way than directly in Kivra you need to mark the invoice in Kivra as handled. It is still saved in your Kivra archive, like your other digital invoices.
I do not want to receive letters from you in Kivra, what should I do?
Send a message via My pages or call and tell us. You can also make this change yourself directly in Kivra. You will then receive all letters from us by post instead.
Remember that this only applies to letters from us. If you would rather close your account at Kivra you do this in Kivra. Visit their website for more information.
