A
Adjustment
In the context of claims, this means reducing compensation.
Attachment
When the Swedish Enforcement Authority seizes property or money for the payment of a debt.
Attorney
Person or company that, through a power of attorney, has been given the right to perform certain actions on behalf of the grantor.
B
Bankruptcy
This means that the assets are taken and used to pay off debts. Both natural and legal persons can be declared bankrupt if they cannot pay their debts, and will be unable to do so for a long time.
Base amount

C
Case handler
We have two types of case handlers: customer services case handlers and claims handlers. Customer services case handlers answer questions about payment demands and claims and investigate payment demand cases. Claims handlers handle (settle) claims and assess whether the claim is indemnifiable or not, and the amount of any compensation to be paid. Claims handlers may also be called claims adjusters.
Certificate of destruction
Proof that the vehicle has been dismantled and deregistered. A certificate of destruction should not be confused with a certificate of receipt. A certificate of receipt is just a confirmation that the vehicle has been received by a vehicle dismantler.
Claim
Demand for payment.
Claimant
See Creditor.
Claims handler
See Case handler.
Claims settlement
The amount paid out when a claim is processed (settled).
Compensation
See Claims settlement.
Compensation claim
When submitting a claim notification, the compensation claim is the cost you wish to receive compensation for.
Contest
To object to a payment demand, for example.
Cost estimate
A proposed cost that can be accepted or declined. For example, estimated costs for measures that are necessary and reasonable (fair) to restore damaged property to its original condition.
Creditor
The party that is to be or wants to be paid. The counterpart is called a debtor.

Debt collection demand
A demand that can be sent as the next step in the payment process after the due date of the reminder has passed.
Debt collection services
Collection of debts through various debt collection measures. Companies conducting debt collection services must comply with the provisions of the Debt Recovery Act and good debt collection practice.
Debt Recovery Act
Regulates debt collection services.
Debt restructuring
Decision by the Enforcement Authority that means a person will pay off part of their debts over a number of years. After that, the remaining debts that were included in the debt restructuring do not need to be paid.
Debtor
A person who owes money. The counterpart is called a creditor.
Default interest
If an invoice is not paid on time, interest can be added to the debt. This is called default interest. Default interest is regulated by the Interest Act.
Default judgment
A default judgment is handed down by a court, for example the district court, if one party has not responded to an application to institute proceedings or does not attend the court hearing. The court then rules in favour of the other party.
Deregister a vehicle
Means that the vehicle is permanently removed from the road traffic registry (VTR).
Due date
The due date is the same as the last payment date.

Enforcement
Action by the Enforcement Authority or another authority, to implement a decision, judgment or verdict.
Enforcement Authority
A Swedish government agency that deals with debts. The Enforcement Authority helps those who have not received payment.
Estate of deceased person
On the same day a person dies, their assets, contracts and debts are transferred to an estate. The estate is considered a legal person.
Excess
The part of the claim cost that a person must pay themselves. The amount depends on the type of insurance and what happened.
Extension
A decision that grants extended time to submit a payment or document, for example.

Frozen interest rate
This means that the interest rate stops increasing from the day it is frozen.
G
Good debt collection practice
This means, among other things, that the person against whom debt collection measures are directed must not be exposed to unnecessary costs or pressure. Anyone conducting debt collection services is legally obliged to follow good collection practice.
Grantor
The person who gives power of attorney to someone else.
Green Card
An international certificate that a vehicle has valid motor third party liability (MTPL) insurance. Green cards are issued by insurance companies.
I
Insurance premium
The fee paid to an insurance company for an insurance policy.
L
Legal force
Means that a judgment or decision of a court or authority can no longer be appealed.
Legal person
An organisation with rights and obligations that may, among other things, enter into contracts, own property, have claims or debts, and be a party to court proceedings. For example, limited liability companies, partnerships, associations, foundations, estates of deceased persons, bankruptcy estates and municipalities.
Liable
To have caused, be the cause of. For example: The person who is liable in a traffic accident is the one who caused the accident.
Licensing a vehicle for use
A vehicle that is licensed for use is registered and may be driven. Licensing a vehicle for use is made at the Swedish Transport Agency.
Limited guardian
A person who helps someone who has limited ability to safeguard their legal and economic rights.

Making an off road notification for a vehicle
Anyone not using a vehicle can make an off road notification at the Swedish Transport Agency. A vehicle that is notified as off road may not be driven; if the vehicle is to be used it must be licensed for use.
Material damage
A claim concerning a physical object that is not a human being, such as a house, a car, an animal or a bicycle.
Motor third party liability (MTPL) insurance
Insurance that, by law, owners of motor driven vehicles must have.
Motor third party liability (MTPL) insurance charge
The charge that must be paid to TFF by the owner of a motor driven vehicle that does not have MTPL cover.
Motor third party liability (MTPL) insurance requirement
Most motor driven vehicles are required to have motor third party liability (MTPL) insurance. This means that by law they must have MTPL insurance cover.
Motor Traffic Damage Act
Swedish law that specifies when a motor driven vehicle must have motor third party liability (MTPL) insurance and when it does not need to be insured.

Natural person
A legal term for a human being, that is, a living person.
Notification and accounting fee
A fee that covers costs incurred in notifying payment plans.

Order to pay
A demand from the Swedish Enforcement Authority to pay or contest (object to) a debt.
P
Payment demand
A written demand for payment.
Payment plan
A payment option that divides the amount owed into smaller sums to be paid in several installments.
Payment reminder
A reminder that an invoice or debt has fallen due, meaning the last payment date has passed.
Personal injury
Physical or mental injury caused by a person’s action.
Power of attorney
Power of attorney for representative
A certificate giving a person or company the right to act or make decisions for another person.
Premium
See Insurance premium.
Price base amount
A determined value calculated annually by Statistics Sweden on behalf of the Government. The price base amount is to reflect the price trend in the economy and is used for various calculations.
Processing
All the steps that are taken in order for a decision to be made in a case. At TFF, both payment demand cases and claims cases are processed.
Processing fee
A cost that is added when a new payment plan is set up.
Property
Something that someone can own, for example a bicycle, a car or a real property unit. Under Swedish law, animals are also considered property.

Record of non-payment
An entry in the records of a credit rating agency showing that a person, company, business or organisation has not paid a debt on time.
Recourse
A demand for the recovery, in whole or in part, of road traffic injury compensation already paid, from the owner or, under certain conditions, from the driver of the vehicle.

Reference rate
An interest rate set by the Riksbank and used to determine other interest rates, such as the default interest rate.
Registered address
The address entered in the population register, meaning the address reported to the Swedish Tax Agency as the residential address.
Registration certificate (for vehicles)
A registration certificate is a document showing that a vehicle is registered in Sweden and who owns it. Registration certificates are issued by the Swedish Transport Agency.

Representative
The person authorised to act on behalf of another person, for example by signing contracts, making applications or receiving documents, in the areas covered by the power of attorney. Also called attorney.
Review
A reassessment of a case. At TFF this mainly applies to claim cases.

Sequence of events
The chain of events leading up to a traffic accident, for example.
Service of process
A collective term for various methods that authorities and courts can use to send or deliver documents to a person or company involved in a case. For example, it may concern an unpaid debt.
Statutory limitation
The loss of the right for example to collect a debt or report a claim after a certain period of time has passed.
Statutory limitation period
The time available to collect a payment demand or report a claim.
Swedish Transport Agency
A public agency with overall responsibility for the transport sector in Sweden.
T
The Road Traffic Registry (VTR)
The Swedish Transport Agency’s register of all vehicles and driving licence holders in the country.
Type of vehicle
Type of vehicle, for example passenger car, motorcycle, bus, lorry, tractor.
U
Unregistered vehicle
A vehicle that is not registered in the road traffic registry. Most unregistered vehicles are required by law to have motor third party liability (MTPL) insurance.
V
Vehicle dismantler
A company that scraps old or damaged vehicles.
Verdict
The Enforcement Authority’s decision that a person must pay.
