Charge for uninsured vehicles
The charge, called a motor third party liability (MTPL) insurance charge, is a sanction that must be high enough that no-one can gain by not insuring their vehicle.
We have a legal right, under the Motor Traffic Damage Act, Section 34, to levy a MTPL insurance charge from persons who own vehicles that are uninsured. We receive information on which vehicles lack MTPL insurance from the Swedish Transport Agency.

For veteran vehicles (30 years and older) the full charge applies for these types of vehicle: moped subject to registration, tractor, motorised equipment or off-road vehicle. For veteran vehicles of other types the charge is 50 per cent lower than is specified in the list.
The smallest charge you can be obliged to pay is SEK 200. This is the minimum charge we are entitled to levy when we send the first payment demand for an uninsured vehicle.

This is how the MTPL insurance charge is calculated
The MTPL insurance charge is determined in accordance with Section 34 of the Motor Traffic Damage Act. The charge may not be more than 10 per cent higher than the highest MTPL insurance premium (including premium tax) on the Swedish market.
The MTPL insurance charge for a vehicle is based on the insurance companies’ annual premiums for vehicles of the same type and with the same manner of use. When we calculate the charge we distinguish between the type of vehicle (such as passenger car, MC or bus) and the manner of use (such as passenger car, taxi or hire car). However, we do not take into account the make, model year, place of residence, bonus, mileage class etc.
Vehicles are broken down into 19 charge groups.
We evaluate the MTPL insurance charge at least twice per year. It is also adjusted as needed if the insurance companies change the price of their MTPL insurance. The process for determining the charge is reviewed every year by our external auditors.
Reduced charge for being uninsured for a long period
To counteract too high a level of indebtedness we reduce the MTPL insurance charge in stages for a person who after 1 September 2019 has a vehicle that is uninsured for more than 30 days.
- From day 31 the charge is reduced to 75 per cent of the ordinary charge.
- From day 91 the charge is reduced to 50 per cent of the ordinary charge.
- From day 181 the charge is reduced to 25 per cent of the ordinary charge.
The MTPL insurance charge must refer to one and the same vehicle for a consecutive period. The lowest reduced charge is SEK 7 per day.
